William was born in Kennington, Kent sometime after the 7th April 1861 (he wasn't in his parents' house in that census).
His parents were William Carter and Caroline Carter nee Clout.
One William John Carter was registered at E. Ashford, v.2a, p.528 in Oct/Nov/Dec 1861.
In 1871 he was living with his parents William Carter and Caroline Carter at Brickyard Cottage in Kennington, and he was still living with them in Kennington in 1881, shortly before his marriage, when he was a waggoner's mate.

Banns were read out for Will John Carter (bachelor) and Jane Vine (Vane) (spinster), on the 28th August 1881 at Kennington, Kent.

Death
William died on the 3rd September 1941 at the age of 78 years, this was reported in the Dover Express newspaper on the 12th September 1941:
Death of Mr. W. J. Carter.
The death occurred on Wednesday last week of Mr. William John Carter of Upper Adisham, at the age of 78-years. Deceased had lived in the village for over 40 years, and was employed on farm work. The funeral took place on Saturday, Canon H. C. Jackman officiating. The mourners present were: Mrs. Carter (widow), Mr. and Mrs. J Carter and Mr. and Mrs. E. Carter (sons and daughters-in-law), Mr. and Mrs. Hogben, Mrs. Morgan, Mrs. Plumb and Mrs. Bailey (son-onlaw and daughters), Mr. M. and Mr. G. Plumb, Mr. B. Carter (grandsons) and Mrs. Newington.
